Citizens
They are the most common type of character, and they are the inhabitants of the town, controlled and protected (depends) by the MetroPolitan Force

A citizen can be a
Non-Loyalist,
and they are citizens that don't like the fact combine took over the world and controls them, and they could either obey the combine, or go against it in a minor way, being often assigned Penality Points by the Combine.

A citizen can also be a

Loyalist,
and they are citizens who actually thank the combine for what they have done, and obey to them. Loyalists are often not recorded by the MPF (keep reading) as one until they reach a determined amount of loyalist points, that can be earned by reporting crimes, returning contraband, and doing work for the MPF.
Loyalists will be assigned a loyalist armband once they are marked as one, and that means they will be protected by the MPF.

Loyalists have the road to become a

Civil Worker's Union (CWU) Member
open already, they just have to apply for a job at the CWU CEO, and they could be accepted.
CWU is an organization founded by citizens and authorized by the MPF, its goal is to organize activities and provide products to the Citizens.

The CWU CEO is always irreversibly brainwashed, and can apply to be a member of the

City Admininistration,
that is composed in every city by 3 members. The City Admin (CA) itself, that controls the city, the City Admin's Assistant, that controls the city when the CA is away, and the City Representant, that is in charge of going to represent the CA at re-unions, if he's busy.

City Adminsitration members are heavily protected by the MPF.

Anti-Citizens
are all the citizens that are against the MPF, and are also doing activities that would get them immediately killed, or if their real intent gets to be known by the MPF, they immediately become most wanted.

Anti-Citizens are often undercover, and tend to be more careful about Penality Points, and never show up when they can possibly/have to be searched.

(OOC Notes:

Anti-Citizens cannot strip MPF or OTA of their suit completely, as it's linked to a nanobomb that will explode. It's however possible to retrieve kevlar, and gloves. Boots too. However there's a high chance of them not fitting on a character they were not meant for, so you must roll to see if they fit. Higher than 70, = They fit.

Anti-Citizens can only get weapons from MPF themselves, or OTA, or even other humans, or whoever has guns. AR2s will break your shoulder and arm when fired from humans.

Any other way of acquiring gear is considered asspulling.

Food and weapons can also be acquired from other owners who got them ICly, or BMDs who got them ICly. (HINT HINT, BMDs, you won't be given vV flags.)

About weapons, keep in mind that if you have never fired high-power weapons such as magnums or shotguns, the first time you do, you have to roll after /meing, (so you don't adjust your /me to what you rolled.) Here's a table showing the effects.
This has to be done because your character doesn't know the power of the gun yet.

Magnum	>60	Miss if from long range
Magnum	>50	Miss if from middle range
Magnum	<40	Miss, dislocated wrist.
Magnum	<30	Miss, broken wrist.
Shotgun	>50 or =50	Shot in the direction of the target, spread will decide if it's a hit or not.
Shotgun	<50	Like before but dislocated right shoulder.
Shotgun	<40	Like before, but both shoulders.
MP7	>80	First three shots of the burst (or single shot) can be shot where you aimed at (no guarrantee on hitting), others can't. (You can't aim at the others at the head though, they won't even hit the head. If it happens by accident, respawn.)
MP7	>50	Like before, but one shot of the burst or single shot of the burst.
MP7	<50	No shot will be aimed where you want to, and no guarrantee on hitting. They will be a complete mess. (Aim all over the place, these shots can hit anyone, even friends. But they must not be aimed.) The other spot you aim with can't be the head, if it's the head by accident, the victim will be respawned.
MP7	<30	Terrible luck, you have to shoot away from where you aimed, any accidental hit will result in either respawn, or health resetting. HOWEVER, these "terrible" shots can go hit whoever, (They must nor be aimed!!!) even friends.
USP-M (9mm)	>50	Shoot where you aimed. Spread might still make you miss.
USP-M	<50	Shoot at the same target, but in a different place from the original aim. (Except head) Spread might make you miss.
USP-M	<30	Shoot away from the target, can hit whatever though. Even your friends. (The shot must be kind of a blind shot: you can't accurately aim it.)

Anti-Citizens could sometimes be a

Resistance Member,
which is an anti-citizen-founded group, that works togheter against the resistance, and helps citizens when possible.

(OOC Notes:

You CANNOT convince MPF or OTA to become Rogues. They become rogues on their own accord, and only if they are authorised by the admins.

The base cannot be arranged like a fucking fortress, not enough materials to make it like that, and not even the required materials.

30x Metal Scraps (That kind of metal small flat prop)

Infinite Closets (As container, flat against the wall, not as cover)

2x Closets to use as cover

5x Wooden Crates

4x Tables as Cover

2x Opearatory Tables

3x Ammo Crates

No technology whatsoever, it must be stolen from attacks at the nexus, or in case of small computers, attacks at the CWU's CEO Office. Good luck finding out ICly, and bringing it out though. "But there was a lot of technology in Half-Life 2, Kleiner's Lab." Indeed, Kleiner's Lab.

Extra resources for a two small rooms, and a slightly bigger room.

8x Beds

NO MEDICAL TOOLS YET, MUST BE STOLEN WITH RAIDS AT THE HOSPITAL, WHICH IS CONSTANTLY REPLENISHED BY THE MPF.

Anything else you need you will have to RP Crafting it by manually scavenging for resources first, or going to look directly for it.)

Anti-Citizens can also be

Black Market Dealers,
Which provide weapons and contraband.
They can either be light blackmarket market dealers, which provide all but weapons, or heavy blackmarket dealers, which also provide weapons.

Of each one there are two kinds:

Supplier, that gets his stuff directly from the previous owners, by either stealing or robbing or killing and then robbing or knocking out and then robbing, and then sells to the public. Their prices are generally lower.

Dealer, that gets stuff from the suppliers and sells at higher price. These guys will take longer to get what you need.

All anti-citizens could also be

Fake-Loyalists, which are basically recognized as loyalists by the MPF, even if they have been really, really, really bad.
